Chinese service industry to receive pep talk

China's top economic planner, the National Development and Reform Commission, says it wants to further encourage development of the service industry.
Service industry output was US$1.37 trillion in 2007, up 11.4 percent.
A proposal from China’s State Council says the contribution of the service sector should rise by 3 percent of GDP by 2010.
But while the Chinese government would like the service industry to become more dominant, critics say it will be difficult to lift the slow-to-reform industry out of its low quality, inefficient structure.
